Quick answer: A horse that feels short in front on a cold morning may need a longer observation period, but “tight shoulders” is not a diagnosis. Feet, shoes, lower limbs, neck, back, saddle fit, footing, conditioning, and lameness can all change front-end reach.
Observe before asking for more
Watch the horse walk straight on safe level ground. Compare left and right reach, head and neck movement, tracking, turning, and willingness. Note whether the change is present before tack and whether it improves, persists, or worsens.
Review the inputs around the shoulder
Check feet and shoes, lower-leg heat or filling, tack placement, girth area, blanket rubs, workload, turnout, and footing. Low poles and stretching are training tools, not diagnostic tests, and should not be used to work through pain.
Warm up without forcing a result
When the horse is sound and cleared for work, begin with relaxed walking and build intensity gradually. Do not force frame, bend, or a longer stride. If the horse becomes less comfortable as it warms, stop and investigate.

New or one-sided shortened stride, head nod, pain, heat, swelling, repeated stumbling, unwillingness to bear weight, or a pattern that persists needs veterinary assessment.
