A short stride can be early soreness, tightness, hoof sensitivity, fatigue, saddle fit, footing, reluctance, or a conditioning issue. It is not always dramatic, but it is still information.
Quick answer: If a horse is short strided but not obviously lame, compare both directions, check feet and digital pulse, feel the back and major muscles, review workload, and watch whether it improves with warm-up or gets worse.
